NCBA CLUSA is currently seeking qualified candidates for the position of Monitoring and Evaluation (M&E) Specialist based in Guatemala City.

NCBA CLUSA is implementing a USAID-funded nutrition-led, cooperative development project (Cooperative Development Program III) which aims to increase protein intake of rural households in the Western Highlands (San Marcos, Totonicapán, and Quiche) and address nutrition deficiencies in women and children under five years, primarily through animal husbandry resources and training.

The M&E Specialist is responsible for guiding and supervising the project’s M&E system according to the project’s strategy and objectives. The M&E Specialist will report to the Chief of Party.

ESSENTIAL AREAS OF RESPONSIBILITY:
• Obtain and analyze data on project progress and results to inform timely submission of quarterly and annual technical reports (in English).
• Respond to ad hoc inquiries from USAID and USAID Guatemala on project progress, results, successes, and challenges.
• Oversee project training activities for beneficiaries to ensure quality of training and reporting of progress and results.
• Revise the project’s M&E Strategy to ensure all indicators are being addressed and all relevant data is being collected and analyzed.
• Create a project dissemination plan for developing and sharing project results among NCBA CLUSA staff, project beneficiaries, donor, and other stakeholders.

SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:
• Master’s degree in Project Evaluation, Information Systems or another relevant field.
• Minimum of 5 years’ experience working with international donor programs in Guatemala with a focus on community development objectives.
• Demonstrated experience implementing M&E frameworks and strategies for USAID-funded projects.
• Background in research design and implementation, preferably with a focus on mixed
methodologies in a developing country and other low-resource setting.
• Experience with coordination and implementation of project monitoring, learning, and evaluation systems, including developing M&E tools, integrating M&E into project activities, managing M&E dataflow, providing M&E capacity building and writing M&E reports.
• Understanding of development issues facing populations in the Western Highlands (i.e. poverty, illiteracy, malnutrition, gender inequality) and related behavior change strategies.
• Experience preparing thorough, well-written, and concise documents, summaries, and reports.
• Expertise in data processing software, such as Access and Excel. Proficiency in use of statistical analysis packages for qualitative and/or quantitative data analysis (e.g. SPSS, STAT, AtlasTi, NVivo) desirable. Familiarity with geo-referencing software (e.g. ArcView) desirable.
• Previous experience working with local staff to execute M&E frameworks and other M&E activities.
• Attention to detail, organizational, analytical, oral, and written communications skills.
• Experience working with indigenous communities and marginalized groups (women and youth) strongly preferred.
• Fluency in Spanish and advanced level or fluency in English required.
• Ability to travel to field sites 10-20% of the year.
