USAID Global Health Supply Chain Program - Procurement and Supply Management
Central America

The Operations Manager will manage the operational and administrative functions necessary to implement project activities in the Central America Region. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Principal Duties and Responsibilities (Essential Functions)

Administration and Operations

• Develop and maintain basic administrative systems to ensure compliance with USAID and Chemonics policies.
• Ensure project compliance with PSM Central America and Chemonics home office human resource practices related to recruitment and hiring.
• Maintain personnel records in compliance with USAID regulations and local laws, including leave accrual and use, and ensuring timesheet accuracy.
• Draft employment contracts and amendments for field employees and ensure compliance with local labor laws.
• Collect timesheets for all Short-term and Long-term employees in Guatemala, El Salvador, Honduras, and Panama.
• Supervise maintenance of an accurate inventory of all project equipment, showing location, user, owner, and condition.
• Oversee maintenance of the physical office in Guatemala and procurement of all office equipment, furniture, supplies and services.
• Maintain tracking systems such as procurement and approvals; collect and review proposals/quotations from bidders and potential vendors, and provides information and support to evaluation panels for non-technical procurements.
• Supervise the maintenance of the project's filing system in the region.
• Liaise with the home office project management unit and GHSC-PSM team in Guatemala, El Salvador, Honduras and Panama for personnel and administrative support and reporting.
• Liaise with local lawyers, bank representatives, local vendors, and partner organizations.
• Act as the GHSC-PSM Central America program Point of Contact for all security matters;
• Perform other tasks as directed by USAID Global Health Supply Chain Program Regional Manager.
• Maintain a good knowledge and understanding of all office rules and procedures as set forth in the field office policy manual.
• Support achievement of the overall project goals as required ensuring project performance.

Job Qualifications

• University degree in business administration, or other relevant field;
• At least 5 years of relevant work experience, preferably in health commodities SCM.
• In depth knowledge of the operating environment and employment regulations in the Central America region, mainly in Guatemala, El Salvador, Honduras and Panama;
• Able to work in a fast-paced environment and handle multiple responsibilities and tasks;
• Experience working with the Guatemalan public sector, preferably in the health public sector with government counterpart and cooperating agencies partners;
• Experience in operations and administrative tasks;
• Proficiency in Microsoft Word, Excel, and PowerPoint;
• Results-oriented professional capable of achieving targets and goals set in cooperation with the client, counterparts, and stakeholders;
• Demonstrated ability to work productively within a team;
• Possess excellent organizational and multi-tasking skills;
• Ability to communicate clearly and effectively;
• Fluency in Spanish and advanced English is required;
• Able to travel in-country or internationally as requested.

Level of Effort and Location

This long-term local hire position for the life of the Central America project and will be based in Guatemala City, Guatemala with potential travel throughout the region.

Supervision

The Operations Manager will report directly to the USAID GHSC-PSM Regional Manager based in Guatemala City.
