The Famine Early Warning Systems Network (FEWS NET), funded by the U.S. Government, delivers timely, accurate, and evidence-based analysis of acute food insecurity worldwide. Established in 1985, FEWS NET integrates monitoring of conflict, climate, agriculture, markets, and nutrition to produce reports such as Food Security Outlooks, updates, emergency alerts, and targeted analyses, which are disseminated to governments, humanitarian agencies, and development organizations.

Phase eight of FEWS NET (2024) emphasizes international and regional collaboration through joint monitoring, data sharing, collaborative analysis, and strengthening food security networks. The Decision Support Team (DST) provides technical support in over 40 countries, operating from its Washington, D.C. headquarters and five regional offices in Guatemala, Niger, Kenya, Zimbabwe, and Jordan.

Purpose of the Position

The RTSS-Conflict leads monitoring, analysis, and reporting on conflict as a key driver of acute food insecurity, enhancing early warning capacity and integrating conflict data into FEWS NET products. The position reports technically to the Security and Conflict (S/C) Advisor and administratively to the Regional Technical Lead (RTL).

Key Responsibilities
Conduct early warning conflict analysis for FEWS NET countries within the region.
Support technical development of conflict analysis methods, scenarios, assumptions, and projections.
Ensure accuracy and consistency of conflict forecasts and integrate lessons learned.
Contribute conflict inputs to Food Security Outlook and Outlook Update reports, aligning with other sectoral forecasts.
Monitor and analyze political, social, and economic events affecting conflict dynamics.
Establish systematic processes for high-quality conflict data collection, organization, and reporting.
Build expertise on political and conflict dynamics in targeted geographies and deliver timely analyses (e.g., urgent responses within one day, briefings within one week).
Collaborate with FEWS NET partners to improve conflict analysis tools, products, and guidance, and identify emerging conflict-related crises.

Regional Representation
Liaise with U.S. Government staff as needed.
Supervise select country-level conflict specialists.
Support capacity-building efforts through training materials, mentoring, and small-group sessions.
Assist in designing and monitoring annual work plan activities related to conflict analysis.
When requested, perform technical, management, and representational functions for the regional office or serve as acting RTL.

Qualifications
At least five years of relevant experience (with a master’s) or six years (with a bachelor’s) in humanitarian/development work, particularly food security, conflict analysis, and reporting.
Bachelor’s degree required; master’s degree or higher preferred in Peace/Conflict Studies, Political Science, International Relations, Security Studies, International Development, Economics, Public Policy, or similar.
In-depth knowledge of conflict-affected geographies and experience in trend analysis, data collection, and qualitative/quantitative methods.
Strong analytical, communication, and presentation skills; proficiency in MS Office; ability to synthesize data from diverse sources.
Proficiency in English required; regional language skills desirable.

Location and Reporting
Preferred locations include FEWS NET regional offices in Guatemala City, Nairobi, Niamey, Amman, and Harare, with limited additional options. The RTSS-Conflict reports to the S/C Advisor (technical) and RTL (administrative) and may supervise field technicians. Travel (domestic and international) is required.
