Background:
Guatemala has a long history of implementing social accountability (SA) initiatives in family planning, nutrition, education and domestic violence. However, none of the interventions have been evaluated. Family planning is one area that warrants further review. Social Accountability efforts paved the way for the passing of important legislation that enabled Guatemala to procure its own public-sector contraceptives, fulfilling a critical service for rural, hard to reach, and indigenous women.

Introduction:
The GHSC-PSM is interested in conducting an Operations Research to test the impact of social accountability mechanisms / interventions on improving the logistics management systems for contraceptives, these measured through improvements in logistics management indicators and client satisfaction. Potential research organizations should have background experience in logistics management and reproductive health programming.

To measure the impact of social accountability interventions, the first step is to identify a region/department (community, village) in which serious challenge exist to ensure access to family planning commodities. This challenge could be measured through various indicators, including:
• Level of unmet need for family planning
• Contraceptive prevalence rate
• Discontinuation rates of contraceptive use
• Teen age pregnancy
• Desire for limiting children and/or spacing
• Fertility rates
• All of the above in a matrix and triangulated with availability of contraceptive commodities. This availability measured through stock levels, stock outs of contraceptives; data coming from the MOH’s Logistics Management Information System (LMIS)
Given the above, the design phase should include the following activities divided into two main phases:
Phase 1: Review of existing data on family planning and fertility using the most recent DHS (ENSMI) data, which is also available at the regional level, with 29 chapters developed, one for each region. This analysis should help identify challenging locations. A matrix can be developed to arrive at a score to be used to rank five main areas with the most challenges.
During this phase, the identification of challenging locations can then be triangulated with stock data, which is available from the MOH’s LMIS system.
Phase 2: Using the problem statement developed in Phase 1, develop a concept note for an operations research in which social accountability interventions can be tested for a period of one to one and half years. Some of the questions to consider in the development of the concept note include:
1. What is the persistent supply chain problem that this intervention will address?
2. What is/are the specific social accountability intervention(s) that will address it?
3. What is the expected output, outcome and impact of this intervention?
4. How will the intervention be structured and applied?
5. Who are they key partners and stakeholders?
6. What is the evidence (soft or hard) that supports our belief that this social accountability intervention will be successful?
7. How can this operations research be generalized beyond the Guatemalan context?
8. What is the potential for global learning through this research?

The concept note should include the following sections (and any additional sections, as applicable): a) Background / Key issues / context; b) objectives of the research including identification of the problem that the intervention will address; c) Scope; d) Methodology for the research; e) limitations; f) proposed intervention; g) expected outputs, outcome; f) evidence to support why the intervention will be successful; g) broader application of the operations research; g) List of expected deliverables; key assumptions; resources and qualifications needed; Schedule and anticipated timeline; proposed budget quote.
